EARTH TECH WINS PROGRAM MANAGEMENT CONTRACT TO EXPAND ARLINGTON COUNTY WATER POLLUTION CONTROL PLANT IN VIRGINIA
EARTH TECH WINS PROGRAM MANAGEMENT CONTRACT TO EXPAND ARLINGTON COUNTY WATER POLLUTION CONTROL PLANT IN VIRGINIA
LONG BEACH, Calif. (July 25, 2008) – Earth Tech Inc. has been awarded a contract to provide engineering, construction management, program management and related services for the continued upgrade, modernization and expansion of the Arlington County Water Pollution Control Plant (WPCP) in South Arlington, Virginia
The contract has a total budget of $23 million with first-year funding of $11.4 million and a total contract term of up to three years.
Under the contract, Earth Tech will provide resident engineering services, quality assurance inspection, contract administration, project controls, financial management, contractor submittal review and management, design contract management, design submittal review and various special projects, as needed. These efforts will continue the work done to modernize the aging facility, increase its capacity from 30 million gallons per day to 40 million gallons per day, and meet nutrient standards for discharges to the Chesapeake Bay.
“This follow-on contract is a direct result of the excellent work Earth Tech has provided Arlington County over the past six years,” said Brian Burgher, PE, Senior Vice President for Earth Tech’s regional operations. “It demonstrates the County’s recognition of our efforts and enables us to keep the many challenging and complex project activities moving forward to a successful completion in 2011.”
Earth Tech has served as program manager for this $568 million project since 2002. During this time, the company updated the Master Plan, managed two design contracts and managed several construction contracts.
The Arlington County Water Pollution Control Plant, originally built in the 1930s, treats 30 million gallons of wastewater each day from Arlington County residences and businesses. The facility is being expanded to meet new state and federal regulations, continue safely processing wastewater for a growing population and discharge cleaner water to the local environment, including the Four Mile Run, the Potomac River and the Chesapeake Bay.

The promise of a better tomorrow
Every day, in every corner of the world, thousands of Earth Tech architects, engineers, scientists, builders, researchers, technology specialists, and consultants deal with promises – the promises that clients make to customers, employees and local communities through their infrastructure projects.
For more than three decades, Earth Tech has played a vital role in helping clients keep their promises. Earth Tech employees represent a commitment to standards of excellence and integrity, and we bring to every project the promise of effective operating practices. Today there is virtually no challenge in the built and natural environments that we aren’t prepared to design, build, upgrade, operate and, in some instances, finance.
Effective water management. Improved air and land quality. Safer and more efficient facilities. Transportation systems that meet today’s demands and anticipate tomorrow’s needs. These are just some of the promises we can help bring to life. As long as companies, institutions and government agencies make promises, Earth Tech will help fulfill them. And that’s a commitment we take very seriously.
Our History
When Earth Tech was founded in 1970, its primary focus was geotechnical engineering. Beginning in the 1980’s, in response to evolving environmental laws, the company’s services expanded to include the environmental services market. Entering the 1990s, Earth Tech was recognized as one of the leading providers of environmental, earth sciences, and waste management consulting.
As Earth Tech focused on expansion, a number of highly specialized and well-regarded engineering, construction and environmental firms were brought together. These acquired companies have added important technical capabilities and strengthen existing ones, including engineering, remediation, construction, contract operations and management, air quality management, water and wastewater engineering, solid waste management and transportation and infrastructure engineering.
Recognizing the potential for serving an even broader global market, Earth Tech was acquired by Tyco International Ltd. in 1996.
Today, Earth Tech is one company of 7,000 people around the world, backed by the resources of Tyco. But, throughout our history, one trait has remained consistent: our unwavering focus on providing vital solutions to meet our clients changing needs

| Water We ensure that an essential asset remains accessible and usable
The growing demand for clean water poses new challenges for communities and companies: how do facilities and conveyance systems keep pace? Our services for the water industry include water supply, water treatment and water distribution. Earth Tech provides a complete range of services to small, intermediate and large water suppliers, from source development, water treatment, storage and distribution, to operation and administrative services.
Water Supply
Clean water is the lifeblood of a community, but, according to the Water Partners International, more than 1.5 billion people do not have access to a safe and adequate water supply. Less than 1% of the world's fresh water (or about 0.007% of all water on earth) is readily accessible for direct human uses. This number could increase to 2.3 billion people by 2025.
Because the worldâs fresh water supply is shrinking at an alarming rate, Earth Techâs engineers and scientists are continually striving to develop technologies and products that will ensure a safe and reliable water supply for the worldâs population. Desalinating seawater, for example, is thought to present one solution to the world's current and future water problems. At Earth Tech, we share the concern that the demand for water continues to exceed the available supply.
Understanding the various characteristics of the water source is key to determining how best to use this precious natural resource. The underlying principles we apply to water source development include promoting environmental responsibility, ensuring the development and maintenance of renewable water sources, locating sources with adequate quantity to meet user demands and providing a supply that meets or exceeds regulatory requirements.
Earth Tech evaluates each water source, and its impact on treatment, distribution and operations, providing a well-founded understanding of:
Watershed and groundwater protection
Watershed and well field capacity analysis
Drought analysis
Permitting
Intake Structures
Surface and groundwater water quality evaluations and monitoring

Hydraulic / Hydrologic Modeling
Computer models provide engineers and scientists with tools to obtain a sound understanding of the interrelationships among the various processes affecting conditions within a watershed. Whether it be flooding, poor water quality, groundwater contamination, the availability of water or excessive channel erosion, Earth Tech is a world leader in the application of models for complex watershed planning and design projects.
Key to the success of any modeling effort is the effective and efficient simulation of various aspects associated with rainfall / runoff / water quality processes, or the pollutant fate / transport processes, within a watershed. The appropriate model must be matched to the problem being solved. Earth Tech integrates cutting-edge technologies, such as GIS, DTM, LIDAR, satellite imagery and parameter optimization techniques at each of the five phases of modeling, data collection, model development, calibration, validation and analysis of predicted results.
Watershed Management
Watersheds are living, dynamic systems that often reject conventional engineered solutions. Earth Tech's approach to watershed project development is to observe, implement, monitor, and modify. This adaptive management approach allows designs to perform more effectively in concert with the natural environment. It has been used successfully in sensitive watersheds and provides a surface water management plan that addresses not only current conditions, but evolving needs. As well, Earth Tech's staff has worked on watershed projects around the world to reduce pollution effects, provide flood damage reduction, restore ecosystems and identify alternative water supplies. Our unique capabilities in such areas as water quality assessment, pollutant source identification and three-dimensional flow modeling give Earth Tech an advantage in planning, designing, implementing and managing watershed projects.
Water Quality
Earth Tech is a leader in the use of bioengineering solutions for waterway and habitat restoration projects. Stream restoration efforts often require re-establishment of original stream patterns and profiles. We have enhanced habitats by evaluating vegetation along streams and rivers to restore natural tree and vegetation canopies, which is essential for maintaining proper water temperature for fish and other aquatic species. Earth Tech has performed field reconnaissance, conducted inventories, prepared conceptual designs and contract documents and provided construction observation for projects in both urban and rural watersheds. Our experience in analyzing and developing ecosystem-sensitive solutions allows us to move efficiently through the permitting process.
